TEMPS VS TEMPS
The company has officially put us on notice that they will be hiring temps this summer.
We know there is a lot of confusion out there because the temps were negotiated out of the collective agreement.
There were two types of Temps in the collective agreement. Even in the old contract.
We had the Temps that were brought in during summer and Christmas for the sole purpose to increase the amount of vacation slots. For example 20 temps come in and 20 of our members take vacation. That has be negotiated out.
The second type of Temps are Temps that are hired for the purposes of increased workload based on increases in the flight schedule or passenger/call volume. Nothing to do with vacation. This type still remains.
The confusion is that the company never used the second example of Temps until now. This can be found in Article 12.07.

It has been brought to our attention that there are continuing issues with deployment personnel who are not being respectful and using (or abusing) their authority to bully agents. We have informally addressed this with management and they acknowledged our concerns and said they would look into the issues further. Time has passed and the situation continues to deteriorate. We are now looking at formally addressing this with the company. If you have experienced any such issues please let us know the details of your specific situations. Attention all Members
On Thursday, February 9 at our District membership meetings there was overwhelming support in our fight for the Company to treat all of us with respect and deal with our issues instead of simply ruling from above.
This meeting was unprecedented as every level of our Union attended this meeting in recognition of the problems at YYZ and the solidarity we are receiving from other airports including YVR and YYC.
Your support was overwhelming but due to time constraints, we did not have a chance to talk to the majority of our District's entire membership over this issue.
This is a decision that should not be taken lightlywithout the majority of your input.
For this reason we will be participating in the current bidding process, but with the following caveat: this issue is not over and we will be working over the next two months to ensure the next bid is far morerespectful of all parties.
Now that we know this is an issue that must be addressed, wehave the time towork on finding a solution we can all live with before the next bid.
We'll advise you as soon as a membership meeting is set up in the weeks ahead.

The company has announced there will be multiple bids for YYZ, YVR, YUL, and YYC. What this means is that we will be having a bid for approx 2 months (APRIL , MAY) and then another bid for JUNE,JUL,AUG. Then after that we have not been told how long each bid duration will be. We do not have the exact dates yet. Even though other bases have been reporting a April 1 cutover but that has not been confirmed for YYZ. We understand that PBS (preferential bid system) has been negotiated in the contract and will come eventually but this will be a manual bid. Clearly disappointing. The cost associated with training alone baffles us as to why the company would take this route.
They have advised us the reason they need to do this is because they need to increase and decrease their task lines for vacation coverage. The increase and decrease is minimal and makes no sense. They have advised us the schedule changes 5 times a year but there are only 2 official schedule changes (April and October). This is nothing new. They have had this same scenario for years and have been managing that by leaves of absences in the downtime (i.e lowest vacation time ) In our opinion, the disruption it will cause our members truly outweighs any benefits the company will receive.We have made several suggestions to the company to avoid this but our suggestions have fallen on deaf ears. Yes, Air Canada has the ability to do multiple bids but we foresee a complete mess at YYZ airport. We will do all possible to support our members through this disruptive process. We will continue to work on trying to find a suitable alternate solution.It has been put on record we do NOT agree with this process.

EQUALIZATION
Many of you will be receiving your pay stub and notice either a deduction or additional monies on your pay. Equalization as we know has changed in the new collective agreement. No longer do they calculate equalization on a pay period during a bid flip they now calculate equalization based on your entire bid.

Our last bid was from April 26th to November 14th. It was a total of 203 calendar days.
Example using a 5x3 V1 (no leaves or GDIP)
203x5.67707 (formula value) = 1152.44521
Actual working days on a 5x3 V1 from April 26th to November 14th is 127. (you actually need to count them out)
127x9.0833(value of hours ie 9hr 5min) = 1153.5791
1153.5791-1152.44521 = 1.13389 employee is owed this amount.

As your newly elected District Chairperson, I commit to uphold, support and police the Collective Agreement. Your message was overwhelmingly humbling and as I assume the office today as your District Chairperson I want to remind each and every one of you that WE ARE THE UNION.
My principles are such that I am a staunch unionist, who will continue to engage and educate the membership.

It's our Work!!
It has been brought to our attention that management has been briefing our members that it is ok for them to do our work in an irrops situation. There has absolutely been no let from the Union and what the company is briefing is totally false.
Back in 2009, Arbitrator Teplitsky ruled that Air Canada Managers should not be doing scope work and ordered a cease and desist order to the Company. Failure to follow this order would result in the company being fined by Arbitrator Teplitsky.
Managers do not have the right to do our work under the pretence that there is no one else around to do the respective work. That constitutes a scope violation.
If you see a manager doing our work you have the right to tell the manager to stop. If the manager does not stop write down the facts.
1. Date, time and location of occurrence.
2. What job the manager is performing
3. Witness statements
We need this information in order to file a grievance.
